http://braslink.com is the cheapest 'registrar' for non residents that I've found ($50). I've never actually used them though.

Marcaria.com seem a bit more of a 'trustable' company, they offer com.br registration, but it's a little bit pricey at $129. See: http://www.marcaria.com/Brazil/Domai...-br-Brazil.htm

Also http://domainer.com.br offer some sort of registration of .br domains, I e-mailed them and they said they'd register one for $60, but this is not a company - it's a person. Again, I've not tried them, so I can't comment on them.
