Yes, this is another example that confirm how slow ICANN acts and that this organization shouldn't have so much power as it has right now. It's good in my opinion that Chinese didn't wait for ICANN to let them use idn.idn. The sooner the better and also people will not have to get used to twice - they will already know idn.idn domain names.
