Each case is different.
"University" model is quite popular. We had similar situation in Poland. Now the model for .pl is registry - registrar and it works much better than the previous situation where there was only NASK (.pl registry), where you could buy .pl domain name. Now it's also much cheaper than it was.

I hope and strongly believe than in the future most of the registries will copy such business model.
