Some options:

1 - You know somebody who lives in Brazil and you register in name of this individual.

2 - You have contact with some company here that you thrust and you register in name of this company.

3 - You use some company like Marcaria.com or some other that can do this for you and is very thrustable. (I would only suggest Marcaria.com for Really High profile domains as they are not cheap, otherwise use some other company.)

4 - You can create your own company in Brazil, what's easy and I think its also cheap to do, but will take a few months for paper.

If you want to create a company yourself without a brazilian partner I really don't know exactly how it works, probably not dificult but you will have to ask at the Brazilian embassy in your country, the can tell you how... or you can use service of a company like this below, ask them if they create companies in Brazil too.

But when you want to create a company with a Brazilian partner you only go to the brazilian embassy in your contry, ask for a CPF card, after one month they will give the card, after this you send to your brazilian partner notarized copy of your CPF card and passport, probably he will send you back some papper to sign that you will have to send back to him. Them after 1 or 2 months you have a company in Brazil.

Fees are low... probably around 150 or 200 USD.

As you see, it only takes time a patience!

Yes, there's an aftermarket for .com.br, developing slowly. We have seen a some increase in sales last year.

You should try to buy premmium domains from third parts at low prices, I believe this is the right time to do this.
