To be able to buy a .br domain, you need to have residency in Brazil and I think you may need a local tax number (CNPJ) - although I think the tax number is no longer a requirement by the registry (registro.br).

I live outside Brazil and saw some value in .br domains and after much hunting around, I found one company that offers registration and a local contact for .br domains for foreigners for $50 see: http://www.braslink.com

No need for being a company anymore... just being a citzen is enough now.
