Be really careful about this. If you are caught and according to CIRA rules, you can lose your domains. While it is nice to be helpful, going this route is not the best way.

If someone has a business opportunity in Canada... a partnership arrangement can be negotiated. As long as the business is legitimate and the partnership is legitimate, there is no reason that someone from another country would not be able to approach a Canadian resident with a partnership proposal. Correct me if I am wrong, but I believe this to be true.
The offer of assistance is for legitimate business opportunities. Not "fostering" as I believe you infer Thanks for the advice. I am well aware of the legalities. I would consider an offer of partnership very carefully and ensure no rules/laws were broken.

Yes, the way you are describing it now would be acceptable to CIRA but in your initial post, you mentioned the word "friend" so I inferred a loosely organized partnership where you proxy the domain for someone. A registered partnership with dealings in Canada fits CIRA's TOS.
