You'll never see anyone in the UK bid on it because it's an obvious Americanism (just like a lot of the .co.uk names that seem to have slipped into recent public auctions) but that's not the same as saying it will receive no bids!
Because Bido's audience is likely to be predominantly US-based, it may well end up being sold from one American to another, without any hope of an end-user sale further down the road... I won't say "it's a con" because in these things it's always "buyer beware" but it will certainly teach the eventual buyer to become more aware of the wider world outside the US when/if it finally dawns on them what a lemon they've bought! The more these sales come up in prominent places, the more damage they'll do to the nascent perception of the .co.uk market outside the UK (where .co.uk is already proven to be very much king) They benefit the seller a few hundred dollars, or whatever, and really hurt everyone else. NOTE: Bido's strong US bias in its expert panel of appraisers is extremely obvious when you read the gushing praise for this name - only one of the experts blows the whistle on the fact that it's a near-meaningless combination for the UK market.

Didn't the domain sell for $3600 at the TRAFFIC ccTLD auction?

I don't think so. I checked the lists for both TRAFFIC ccTLD and DRT, but it wasn't sold at either of them.
