Default Argentina - Nic.ar limited the number of domains per owner

Nic.ar will limit the number of domains per Entity Registrant from tomorrow. The maximum allowed is 200 domains. You will need a special permit if you need more.

This new rule appears in the B.O. 20/05/09 - Res 203/2009 - MRECIC-REGISTRATION OF DOMAIN NAMES ON THE INTERNET - Limit the number of registered names

More information: Buenos Aires de Diseρo Blog (In Spanish)

Some details:
They manage 1.8 million .ar domains with a staff of ten people.
A person has registered 40,000 domains .com.ar.
450,000 domains that represent the 25% of all domains currently registered, have been recorded by 884 entities registrants.

The new rules:
If you have more than 200 domains:

You can't do new registrers.
You can't receive transfers from third parties.
Only you can renew 200 domains.

either they setup lots of little companies or have lots of relative, otherwise plenty of domains will become available.

As the domains were free and no limitation to the number, I wonder why they didn't have much more domains registered. I mean, you could have registered "everything".
