I have a question of histrory of "start-up .eu"

Hello everyone,
I am holydash of Tokyo-city-boy in Japan.

I am researcing of domain market for master thesis, then I am interested in .eu. When .eu launched in April of 2006, 700 thousand domain was registered and 3 months later 2 million domain was registered.

Then I have question or your openion, why was suddenly rapidly increased domain regeister ? for example, domain cost is low(about 5 euro)? for resell?
And what's the difference of ccTLD in europe country (e.g. ".de", ".uk", ".be", ".ch", ".it" etc) and ".eu"?
