As to Tuvalu, indeed, the islands are under high risk of sinking into Pacific. They have even tried to buy a piece of Australia, but ausis declined a helping hand.
Certain.ly the government has accumulated some cash for this potential case of emergency but is not willing to let it be distributed among the people. Well, for the in-depth picture we need to find some true Tuvalian. I only hope that ccTLD does not disappear if the country ceases to exist.

There are other precedents, e.g., .cs which was dropped twice.
However I agree, with all international audience, .tv will remain generic - no doubt. This was _never_ a ccTLD in its way. As .me is 90% International too - the same story: .ME of course ***171; Why .ME will always be international

What are the ICANN rules for that? How can a registry hold back names when they are a public registry? THis is a monopoly which I believe violates anit-trust law.

Each country sets its own rules. Try to talk to governments... I prefer to do other things
