Can developers give us some advise on how to implement
TV content directly on the .tv websites, not only embedded from Youtube.

What server types are needed for TV streaming, and how can Videos be
prepared to easily integrate a publicity. How will the publicity be measured, on views?

Cloud computing is a way to go ... use the software as a service (SaaS). A service like mogulus or ustream or magnify.

Here's an example:
Station.TV | Internet Live Broadcast
I go live mostly every night to attend my viewers.

You can upload your video or live broadcast just like CNN.
